A functional reader is "an integral, and often overlooked, component" of the RFID system — "without this, the system fails." The true ISO standard is ISO 11784/11785: 64-bit chips encoding a 15-digit numeric ID (first 3 digits a manufacturer or country code) using FDX-B technology at 134.2 kHz; the legacy 125 kHz FDX-A US chips (HomeAgain/Digital Angel; AVID Friendchip with encrypted IDs) do not meet it. Reader performance is largely user-controlled: scanners must be compatible with local protocols (forward and backward), swept from the standard site in expanding circles for ≥10 seconds on two consecutive occasions before declaring an animal chip-negative, ≥1 m from electronics (no steel tables, metal collars off). All implanted animals should be scanned annually to confirm chip function and location — the WSAVA equivalent of "check the chip."
